Frank Vilar
President

Mr. Vilar manages all operations of OHL-Arellano’s business including construction of hospital campuses, medical centers, higher education, life science and commercial facilities throughout the southeastern United States. Mr. Vilar began his career at Arellano Construction in 1987 and in 2001 became Vice President of Construction. In 2013 he was named President of the company. Mr. Vilar has more than 27 years of construction industry experience, a Bachelor’s of Science in Mechanical Engineering, and is a registered licensed general contractor.

Arthur Hoynack

Mr. Hoynack is a cost management specialist who oversees the establishing of preliminary budgets and final cost estimates. With a specialization in early cost estimates, beginning with the conceptual phase of design, he is experienced in all aspects of procurement for hard bid, conceptual and design-build projects; as well as pre-construction cost controls involving cost estimating, cost analysis and value engineering. Arthur has performed cost estimates for all phases of design (schematic, design development and construction documents) and assists the total team (owner, designer and user) in achieving the common goal of completing projects within budget and without sacrificing quality. Mr. Hoynack has more than 25 years of construction experience, and has a Bachelor’s of Science in both Chemistry and Construction Management.

Bernardo Perez

Bernardo Perez, R.A. 
Executive Vice President of Construction

Mr. Perez is responsible for overseeing the entire construction process and has more than 32 years of industry experience. He is responsible for overseeing all items related to construction operations including staffing assignments, project plan development, cost and schedule analysis, employee training, and owner and subcontractor negotiations, among others. Mr. Perez is involved with all aspects of a project including pre-construction, construction, and project close-out to ensure continuity and accountability. He has more than 16 years of experience as a healthcare construction manager and an architect designing healthcare facilities, having managed multiple hospital projects, varying in scope, size and complexity. Mr. Perez obtained a Bachelor’s degree in Architecture from the University of Miami and is a registered Architect in the State of Florida.
